Lovango Island Holdings, LLP is seeking qualified and experienced subcontractors and vendors based in the USVI to submit their qualifications for consideration on an ongoing construction project on Lovango Cay, located between St. Thomas and St. John and a part of St. John. The response is due by April 4th, 2025.

Lovango Resort and Beach Club is an environmentally self-sustaining boutique resort and club destination on the outer cay, Lovango Cay. As a multi-year project, Lovango is mid- development cycle. It was, at its inception in 2019, the first new resort property in the USVI in over 30 years and has been under construction for five (5) years, successfully offering a new destination for residents and visitors in the territory.

The resort offers a unique array of overnight accommodations, including a villa, cottages, tree houses, and glamping tents. It also offers a club and restaurant, hiking trails and great snorkeling, all of which are open to the public and visited daily by visitors and residents of the USVI.

The resort has an existing track record. Currently, Phase I and II are completed, consisting of overnight accommodations at the resort offering (1) villa, eleven (11) glamping tents, five (5) tree houses, and twelve (12) cottages. The resort is about to start Phase III and plans to build numerous additional accommodations, accompanying amenity spaces and other supporting functions. We are seeking subcontractors and vendors to support our existing team in completing a diverse scope, covering various construction services listed below.

Scope of Work:

Lovango is a phased development. The scope of work for the Lovango Cay Construction Project will vary across multiple disciplines, and qualified subcontractors and vendors are invited to express their interest and provide their qualifications in the following areas:

• Excavation & Site Preparation
• Trucking Masonry/ Concrete,
• Carpentry
• Roofing, Siding, Windows and Doors
• Tile Painting Appliances,
• Special Trade
• Contractors Dock
• Repairs
• Plumbing
• Electrical Solar and other utility work
• HVAC
• IT
• Freight and Logistics Fuel
• Misc Construction Materials,
• Tools and Equipment Vehicles
• Boats and Maintenance Other Construction-Related Services

Submission Requirements:

• Interested subcontractors and vendors are requested to submit their qualifications in response to this RFQ.
• Submissions should include the following information:
• Company profile, including relevant experience and certifications
• Details of previous projects of a similar nature
• List of key personnel and their qualifications
• Ability to fulfill contractual obligations and tight adherence to deadlines
• Safety record and compliance with industry standards
• References from previous clients
• Virgin Islands Business License and Insurance
• Please note if your company is presently an EDC Eligible Supplier
